OIP’S FY 2023 ANNUAL REPORT

Last week, OIP submitted to the Legislature its Annual Report for fiscal year (FY) 2023, which is now posted on the Reports page of its website at oip.hawaii.gov. Last year’s highlights include the following accomplishments:
- OIP resolved 97% of the 1,416 formal and informal cases filed in FY 2023 in the same year.
- Of the 1,275 informal cases constituting 90% of all new cases in FY 2023, OIP typically resolved them within 24 hours.
- OIP resolved over 70% (99 of 141) of all new formal cases filed in FY 2023 in the same year.
- OIP issued 13 opinions.
- OIP resolved all cases filed before FY 2022, with the exception of a case that was pending in litigation and was beyond OIP’s control.
- OIP provided to the Legislature the Working Group’s report and proposed legislation as requested by SCR 192, SLH 2022 regarding a new statutory exception to the UIPA that would improve government decision-making.
- OIP revised or added to its online Training page a total of 19 training materials or forms with updated UIPA or time.
Best of all, OIP was authorized two new positions and will introduce our new Staff Attorney and Legal Assistant to you on January 17!
Finally, in case you missed our December 21st What’s New, OIP reminds all agencies to close out the first half of your agency’s fiscal year 2024 UIPA Record Request Log as of December 31, 2023, and save it as a separate spreadsheet as your Semiannual Log to send to OIP, together with the Checklist, by January 31, 2024. Please then continue to use your fiscal year 2024 Log through June 30, 2024, which will be submitted as your agency’s year-end Log later this summer. Mahalo!
