On-the-Job Training Contacts
Requester asked whether, under part II of the UIPA, WorkHawaii, Department of Community Services, City & County of Honolulu, may redact information from an On-the-Job Training (OJT) Contract between WorkHawaii and a private employer, regarding the employer’s employment and training of an individual (trainee).
OIP found that WorkHawaii may redact the trainee’s name and social security number because this information identifies the individual who is the trainee, and reveals financial and employment information about this individual that falls within the UIPA’s “clearly unwarranted invasion of personal privacy” exception. However, after WorkHawaii redacts the trainee’s identifying information, the agency must publicly disclose the remaining OJT Contract information, including the employer’s salary and education requirements for the trainee that will be hired.
