Postcard Overdue Notices Not Prohibited
The UIPA does not prohibit the Hawaii State Library from using open postcards to send library book overdue notices to library patrons. Although the postcard overdue notices contain some confidential information, such as the materials borrowed by the library patrons, mailing the postcard through the U.S. Postal Service does not constitute public disclosure under the UIPA.
