Inter-Agency Disclosure of Social Security Numbers for Study

The Hawaii Public Employees Health Fund was authorized to disclose the birthdates of employees’ dependents and the employees’ social security numbers to the Department of Personnel Services in furtherance of a contract with the university to conduct a study of the State workforce. This conclusion was based upon the disclosure provisions of the UIPA that permit the inter-agency disclosure of records when disclosure reasonably appears proper for the requesting agency’s duties and functions.
