Police Officers Special Duty Pay

[OIP Op. Ltr. No. 05-03 partially overrules this opinion to the extent that it states or implies that the UIPA’s privacy exception in section 92F-13(1), HRS, either prohibits public disclosure or mandates confidentiality.]

Amounts paid to police officers for “special duty services” may not be disclosed to the public. This compensation is outside income paid by those who contract for special duty services, and under the UIPA, only the salary ranges of civil service employees are publicly available. Aggregate compensation information about the police department’s special duty services program would not be protected from public disclosure.
