Access Rights of Inmates; Prison Policy Manual
Inmates or wards in State correctional facilities are “persons” entitled to inspect and copy government records under the UIPA. As for prison policies that have not been adopted as administrative rules, these policies must be publicly accessible unless they are predominately internal and their disclosure would permit an individual to violate corrections regulations or prison security measures.
