Circulation Records of Library Patrons
[OIP Op. Ltr. No. 05-03 partially overrules this opinion to the extent that it states or implies that the UIPA’s privacy exception in section 92F-13(1), HRS, either prohibits public disclosure or mandates confidentiality.]
The circulation records of public libraries are not available for public inspection and copying to avoid a clearly unwarranted invasion of a library patron’s personal privacy. However, the disclosure of information concerning amounts assessed to or owed by the library patrons for library fines would not result in a clearly unwarranted invasion of personal privacy.
