[OIP Op. Ltr. No. 05-03 partially overrules this opinion to the extent that it states or implies that the UIPA’s privacy exception in section 92F-13(1), HRS, either prohibits public disclosure or mandates confidentiality.]

Members of the Hawaiian Sovereignty Advisory Commission (HSAC) are “agency officers” whose education and training background information and work experience must be made publicly available under the UIPA. However, confidential personal information, such as social security number, birth date, home address, and home telephone number contained in the summaries or resumes of the HSAC members must be segregated from the record before it is disclosed.
