LEGISLATIVE UPDATE ON CONFERENCE BILLS
Posted on Apr 20, 2016 in Featured, What's NewThe conference committee on S.B. 2121, S.D. 1, H.D. 1, today voted to pass out a C.D. 1 that makes the bill’s effective date June 29, 2016. By eliminating the sunset provisions of Act 221, SLH 2014, the bill essentially retains the strict limitations over councilmembers’ attendance at another board or community group’s meeting that were adopted in 2014. The bill also adds a new requirement for the County Councils to provide annual updates on their use of this type of limited meeting.
It is unlikely that bills will pass this year to establish a reasonable duty of care to maintain government records or to require electronic notice and board packets for public meetings, as the conferees were discharged for the two bills on those topics carried over in conference from last year.
OIP continues to follow S.B. 2411, S.D. 2, H.D. 2, which proposes to set statewide standards and provide funds to the counties for police body cameras. The conference on this bill has not been scheduled yet.
