Social Security Numbers and Birthdates

[OIP Op. Ltr. No. 05-03 partially overrules this opinion to the extent that it states or implies that the UIPA’s privacy exception in section 92F-13(1), HRS, either prohibits public disclosure or mandates confidentiality.]

The UIPA does not permit the disclosure of social security numbers and birthdates of individuals denied certification by the Department of Education where the disclosed information would be compiled and distributed to other states by a private organization in a nationwide information exchange program.
