Names and Occupations of Government Loan Recipients

[OIP Op. Ltr. No. 05-03 partially overrules this opinion to the extent that it states or implies that the UIPA’s privacy exception in section 92F-13(1), HRS, either prohibits public disclosure or mandates confidentiality.]

Any government agency which loans money must disclose the name, address, and occupation of the borrower, as well as the amount, purpose, and current status of the loan. This includes information about delinquent payments. Other information relating to the borrower, including tax returns, bank balances, and credit  reports, must remain confidential in order to avoid a clearly unwarranted invasion of personal privacy.
