[OIP Op. Ltr. No. 05-03 partially overrules this opinion to the extent that it states or implies that the UIPA’s privacy exception in section 92F-13(1), HRS, either prohibits public disclosure or mandates confidentiality.]

The Department of Hawaiian Homelands must disclose, upon request, its lessee data file and lessee ledger trial balance and age analysis, after segregating the home addresses and social security numbers of lessees and lessee’s spouses. Native Hawaiian quotient information contained in these records should also be publicly available because of the public interest in knowing that the leases are being granted to, and agency funds are being received by, qualified native Hawaiians.
